Service tax and your dream house

Revisions in the service tax are expected to bring marginal relief to customers compared to the initial proposal

The Union budget of the current year proposed to bring  sale of property by a builder to a buyer within the ever-increasing service tax net. Recently, the Government got the proposal approved by the Lok Sabha with certain `relaxation’. So, one wonders what is this new tax apart from the existing stamp duty? When is this tax applicable? What is the new relaxation and whether the price of real-estate would further increase?

Initially, service tax was proposed to be imposed at the effective rate of 3.4 per cent on the sale price of the property in case any part of the price was received by the builder prior to issuance of `completion certificate’ by the concerned authorities. No service tax is proposed on sale of a completed property.

Apart from the service tax on basic construction price, various other charges such as preferential location charge or other development charges recovered by the builder were also proposed to be taxed at the general rate of 10.3 per cent.

While the proposals were pending approval of the Parliament  , the builders realised various challenges, which were taken up with Finance Minister through their trade association.

The effective rate on the basic price was felt to be high since the amount on which the tax is proposed to be charged includes value of land on which no service tax should be applicable. The customers are already paying stamp duty ranging from 4 per cent to 12 per cent on the entire value of the property.

Further, divergent practices are followed in various states and authorities regarding the stage at which the `completion certificates’ are issued, posing challenges regarding uniformity of the levy.

The Finance Minister appears to have taken note of at least some of the issues.

Last week, while seeking approval of the budget pro- posals in the Lok Sabha, the effective tax rate on basic price was proposed to be lowered to 2.58 per cent by increasing the existing rate of deduction allowed for com- putation of service tax from 67 per cent to 75 per cent.

Complete waiver of service tax was proposed for certain  low-cost housing projects for the urban poor. The finance minster also gave the assurance that procedural issues around the completion certificate would be simplified.

While this is a welcome step, a section of the real estate players still believe that there exists further room for reduction of the effective tax rate and sorting out other issues, for instance whether service tax would required to be paid in relation to the ongoing projects where at least a part of the sale price has been paid by the customers.

To conclude, while the final law is expected to bring some marginal relief to the customers over the initial proposal, the customers should be prepared to dig deeper into their pockets for their dream house.

Loft Conversions: Perfect for all Types of Homes

For semi-detached or detached houses, a Hip to Gable Conversion can be used.  This significantly increases the size of the usable space within the loft, and your loft design will normally incorporate a rear dormer window to maximise the size of the loft conversion.  As this gives such a large usable space, it is ideal for using as one or two bedrooms, a master bedroom complex with an ensuite bathroom or perhaps a games room or home gym.  This type of attic conversion will require planning permission, however, as the external form of the roof will be altered and extended, and is therefore not suitable for terraced houses who share a roof. 

Alternatively, a bigger, detached house, an older style house or a cottage can take advantage of a loft conversion incorporating pitched dormer windows.  These are several smaller dormer windows which are built in keeping with the property to maximise the space of the room created and give additional natural light.  Again, this type of attic conversion is ideal for creating additional bedrooms, a study space, or even a play room for the kids!  

By adding a loft extension to a bungalow, homeowners can create a completely different feel to their home, not to mention gain valuable extra space.  Good loft design will give your home a whole additional storey, which is perfect for growing families, those that want to create a home office, additional bedrooms and/or guestrooms without having to move to a bigger house, or even someone looking to add a large living room on the second floor!  Bungalows generally suit any type of loft extension and are therefore extremely versatile in terms of the possibilities available.

How Well Do You Know Your House Styles?

5. My design emerged in the second half of the 19th century and incorporated many features mass produced by new machine technology. Some of these include patterned shingles, spindles, and decorative brackets. I often have elaborate second floor curved towers and large airy porches.

6. I emerged during the late 1800′s as a result of a needed a change from the fussy Victorian designs. My styles included Georgian, Federal, Dutch and the more modern “Neo” variety. I have simple lines, often barn-like and dormers on the second floors.

7. My design is a little more formal; probably because I was commonly used by nobles in the 1600′s. I have a steep, high roof line, and often arched doorways with porch balustrades.

8. I’m one of the oldest style of house built in the U.S and am commonly seen today in modern subdivisions. My steep, gabled roof usually has at least one or two dormers with shutters.

9. Although I was commonly found in the Midwest, East Coast and San Francisco between 1850 and 1880, my name suggests European origins. My exterior windows and supports may share the same elaborate designs. I often have bay windows, one on each floor and small chimneys.

10. I originated in the 1880′s and remained popular until the Great Depression. My roof is a low pitch and my entry may sport a small covered porch. I am fairly plain compared to my Victorian counterpart and was even available as a kit from the Sears and Roebuck catalog.
